Chapter One: Introduction
1.1 Background of the Study
Social protection programs are essential tools for addressing poverty and inequality, especially for marginalized populations. In Jalingo Local Government, Taraba State, marginalized groups, including women, children, and persons with disabilities, often face significant socio-economic disadvantages (Tijani & Akinyemi, 2023). The Nigerian government has implemented various social protection programs aimed at improving the well-being of these populations, including cash transfers, food assistance, and healthcare programs (Bala & Nuhu, 2023). These programs are designed to provide a safety net for vulnerable groups and enhance their ability to access essential services such as education, healthcare, and housing (Ibrahim & Danjuma, 2023).
Despite these efforts, the effectiveness of social protection programs in addressing the needs of marginalized populations in Jalingo remains unclear, with challenges such as inadequate targeting, bureaucratic inefficiencies, and limited awareness of available programs (Suleiman & Yousuf, 2023). This study aims to investigate the impact of social protection programs on marginalized populations in Jalingo, focusing on how these programs have affected poverty alleviation and social inclusion.
1.2 Statement of the Problem
Marginalized populations in Jalingo Local Government continue to face high levels of poverty and exclusion, despite the implementation of social protection programs (Bello & Umar, 2023). These programs, while designed to address poverty and inequality, have had mixed results, with challenges such as ineffective targeting, corruption, and low participation rates hindering their effectiveness (Zubairu & Usman, 2023). This study seeks to evaluate the impact of social protection programs on marginalized populations in Jalingo Local Government and identify the factors influencing their success or failure.
1.3 Objectives of the Study
1. To assess the impact of social protection programs on the well-being of marginalized populations in Jalingo Local Government.
2. To identify the challenges facing the implementation of social protection programs in Jalingo.
3. To propose strategies for improving the effectiveness of social protection programs for marginalized populations in Jalingo.
1.4 Research Questions
1. How effective have social protection programs been in improving the well-being of marginalized populations in Jalingo Local Government?
2. What are the main challenges facing the implementation of social protection programs in Jalingo?
3. What strategies can be adopted to improve the effectiveness of social protection programs for marginalized populations in Jalingo?
1.5 Research Hypothesis
1. Social protection programs have a significant positive impact on the well-being of marginalized populations in Jalingo Local Government.
2. Challenges such as poor targeting, inadequate monitoring, and low awareness hinder the effectiveness of social protection programs in Jalingo.
3. Enhancing targeting mechanisms, improving program management, and increasing awareness will improve the effectiveness of social protection programs for marginalized populations in Jalingo.
1.6 Significance of the Study
This study is significant as it will provide insights into the effectiveness of social protection programs in addressing poverty and inequality among marginalized populations in Jalingo Local Government. The findings will be valuable for policymakers, local government officials, and development organizations in designing more effective social protection programs that cater to the needs of vulnerable groups. Moreover, the study will contribute to the broader discourse on social protection and poverty alleviation in Nigeria.
1.7 Scope and Limitations of the Study
This study will focus on the social protection programs implemented in Jalingo Local Government, Taraba State, with a particular emphasis on their impact on marginalized populations. The study will explore the challenges faced by these programs and their overall effectiveness. The limitations include the difficulty of accessing reliable data on program outcomes and the potential biases in respondents’ views on program effectiveness.
1.8 Operational Definition of Terms
• Social Protection Programs: Government initiatives designed to provide support and assistance to vulnerable populations through cash transfers, food aid, healthcare, and other welfare programs.
• Marginalized Populations: Social groups that experience exclusion from mainstream society due to factors such as poverty, disability, gender, or ethnicity.
• Poverty Alleviation: Efforts aimed at reducing the level of poverty within a community through economic empowerment, social services, and targeted welfare programs.
